    This session involves a case study around the formation and expansion of Wilbur-Ellis’ Vermont captive, Global Risk Solutions, formed in 2015. The captive was initially set up to insure Wilbur-Ellis’ primary casualty lines and has already proven to be a valuable tool for Wilbur-Ellis in several scenarios that weren’t originally envisioned during the formation process. The case study will explore several facets of this maturing formation with three main learning objectives. 

     
    Learning objectives: A panel of experts will answer several key questions about establishing and operating a captive. Upon completion, participants will:  
                                 - Understand how to price and reserve for unique risks
                                 - Know what to do with excess surplus
                                   - Comprehend how to expand the program over time

Ryan Gadapee's practice focuses primarily on the representation of domestic and international insurers and reinsurers including captives, reciprocals, and risk retention groups. Ryan's practice includes representing clients in regulatory, legislative, transactional, and general corporate matters. His diverse experience includes his role as general counsel of a Florida based property insurer during its initial growth and expansion phases and time with a national carrier where he had primary responsibility for the litigated claims arising out of the historic 2004-2005 Florida hurricane seasons. He has experience in creating and maintaining policy forms and underwriting manuals; claims handling and defense; and ongoing corporate and regulatory compliance. Ryan was a frequent participant and representative to industry associations and events, including significant experience with legislative matters. He was recognized for his ability to foster relationships with key legislators, regulators, and stakeholders from all sides in order to achieve the goals of his clients.

John A. O'Neil is the Lead Counsel, Insurance Risk, Corporate Insurance Risk Manager and Head of Real Estate Services at Massachusetts Mutual Life Insurance Company (MassMutual) in Springfield, Massachusetts where he is responsible for overall operations of MassMutual MCAM Insurance Company, Inc. enterprise insurance coverage and insurance risk management issues, and real estate leasing operations. Mr. O'Neil joined MassMutual in 2000 where he served as Counsel in the litigation section of the Law Division advising on issues related to insurance litigation, risk management, as well as state and federal regulatory issues. In 2005 he took a position as Head of Global Sourcing at MassMutual, a position he held until 2008 when he entered his current role. Prior to joining MassMutual, Mr. O'Neil served in the litigation departments of Monarch Life Insurance Company and Unum Provident Companies. He began his law career as an Assistant District Attorney in Hampden County, Massachusetts. Mr. O’Neil is licensed to practice law in Massachusetts and Connecticut, and is admitted before the United States District Court for the District of Massachusetts. He received a Bachelor of Science in Government from Western New England College, and a Juris Doctor from Western New England College School of Law.

Maigh Wright’s aim as a consulting actuary in the Property & Casualty field is to provide valuable insight into the risk management practices of my clients. Her experience includes loss reserving, ratemaking, and data analysis for a variety of client types including multiline property and casualty insurers, captives, self-insurers, risk retention groups, reinsurance pools, and state insurance departments. She was an Associate Actuary at Milliman for ten years before assuming her current role, in 2020, as Marsh’s Vice President & Actuarial Consultant.
