    Join Dave Provost, Vermont’s Deputy Insurance Commissioner, and other highly experienced panelists, for an engaging and interactive discussion on current hot topics impacting the captive insurance industry.  In what is always a highly regarded session, panelists will examine current developments in captive regulation and key issues facing the industry as well as highlighting future initiatives and new opportunities for growth.  Panelists will share their experiences and insight, ensuring that attendees are well-informed about current trends in the captive industry.

Organization: State of Vermont, Department of Financial Regulation


As Director of Captive Insurance, Sandy manages Vermont’s captive regulatory operations, licensing and monitoring the financial condition of captive insurers domiciled in Vermont. With 24 years of experience, Sandy serves as a principal staff member to the Deputy Commissioner of Captive Insurance. Sandy is a Certified Public Accountant, Certified Financial Examiner, a Certified Public Manager with the State of Vermont, and earned an Associate Professional in Insurance Regulation designation from the National Association of Insurance Commissioners. In 2018, Sandy was a recipient of the Women to Watch Award for her leadership, expertise, and accomplishments in the captive insurance industry. Presented by Business Insurance, Sandy is the first Vermonter and only insurance regulator to have received this prestigious award. The 2020 Captive Review Power 50, which recognizes the most influential professionals in the global captive insurance industry, named Sandy at #17.


Organization: Bechtel Corporation


Mark Falloon assumed responsibility as a Principal Vice President and Manager of Risk Management in April 2020, he is also the President of BLC Insurance Ltd., Bechtel’s Captive formed in 2016. He joined Bechtel Corporation as the Project Risk Manager for the Oil Gas and Chemicals Global Business in 2007. In 2012 he took on responsibility for Corporate Risk Financing for Bechtel Worldwide. During his tenure in Oil and Gas he oversaw Project Risk management for such Mega Projects as Queensland Curtis LNG, Gladstone LNG, Australia Pacific LNG, Wheatstone LNG and Motiva Crude Expansion to name a few. Prior to joining Bechtel Mark held various positions in Risk Management for Hoechst, Sanofi Aventis and Celanese where he was Corporate Risk Manager. He holds a B.S in Accounting from the University of Scranton and a Masters in Science of Risk Management from NYU.


Organization: State of Vermont, Department of Financial Regulation


Mr. Provost is Deputy Commissioner of the Captive Insurance Division of the Vermont Department of Financial Regulation. He is responsible for the administration and regulation of captive insurance companies and risk retention groups. He has been with the Division since 2001 and was appointed Deputy effective June 1, 2008. Mr. Provost has a total of 20 years in the captive insurance field in both the private and regulatory arenas. He has handled client services, accounting, systems management, marketing, and captive formation for the captive insurance management arms of AIG, Sedgwick, and Johnson and Higgins. He has served as Treasurer of the Vermont Captive Insurance Association and has been energetically involved in the captive industry. Mr. Provost is a Certified Financial Examiner, and a graduate of Champlain College and the University of Vermont.


Organization: Aon Insurance Managers USA Inc.


Jeff is an Associate Director at the Captive & Insurance Management office based in Burlington, VT. In his role as Associate Director, Jeff is a member of the Vermont leadership team and is a relationship manager and team leader for a number of captives. Jeff joined Aon in 2018. Jeff has worked in the financial services industry for over 25 years. Prior to entering captive management he worked for a commercial bank, holding various roles leading to Branch Manager. He joined the captive industry in 2001 as an accountant and progressed through the ranks to Senior Account Manager. He has managed account teams providing management services to captives whose sponsors are in the energy, retail, financial services, healthcare and manufacturing industries, among others. Jeff has worked with single-parent and group captives who write various lines of coverage including property and casualty, medical malpractice and other professional liability, cyber liability, employee benefits and terrorism.
