Organization: AES Global Insurance Company


Andrew Baillie is the Program Director of Global Insurance for the AES Corporation, a global power producer and distributor headquartered in Arlington, Va., with operations in 15 countries around the world. Andrew supports risk management oversight and the procurement of insurance for the AES Corporation for development and operational assets globally as well as managing the company’s large, Vermont-based Captive Insurance Company. Andrew has worked for AES since 2006, during which time the company’s risk management and insurance programs have developed to become world leaders among energy industry peers. In addition to almost 20 years of experience in global insurance program management, Andrew has been a regular presenter at conferences and events.


Organization: State of Vermont, Department of Financial Regulation


Sandy is Deputy Commissioner of the Captive Insurance Division of the Vermont Department of Financial Regulation. She is responsible for the administration and regulation of captive insurance companies and risk retention groups. Having been with the Division since 1997, Sandy has 25 years of experience regulating captive insurance. She was appointed as Deputy Commissioner effective September 1, 2022, after serving as a principal staff member to her predecessor for 14 years. Sandy is a Certified Public Accountant, Certified Financial Examiner, a Certified Public Manager with the State of Vermont, and earned an Associate Professional in Insurance Regulation designation from the National Association of Insurance Commissioners. In 2018, Sandy was a recipient of the Women to Watch Award presented by Business Insurance for her leadership, expertise, and accomplishments in the captive insurance industry. The 2022 Captive Review Power 50, which recognizes the most influential professionals in the global captive insurance industry, named Sandy at #9.


Organization: Ernst & Young


James Bulkowski is a senior manager in the Actuarial Group for Ernst & Young based in New York City. Prior to joining Ernst & Young, he held various senior positions at major insurance brokerage firms specializing in large account relationship management, brokerage, and alternative risk transfer vehicles. Mr. Bulkowski has over 20 years experience in various areas including captive design and incorporation, captive utilization and control reviews, program development and implementation, and insurance brokerage operations. He has a Bachelor of Science in Management Science and a Masters of Science in Business Administration from Boston University. He holds the CPCU, ARM, ACI, and AIS designations.


Organization: Vermont Captive Insurance Association


Kevin Mead is the President of the VCIA, the largest captive insurance trade association in the world. VCIA leads the industry in educational and networking opportunities, as well as legislative advocacy on the state and federal levels. Kevin became President of the VCIA in early 2022 and has a wealth of association management and financial experience that demonstrates his leadership ability. Prior to VCIA, he engineered a merger of three global independent accounting associations and forming PrimeGlobal, which represented 2,000 partners and 14,000 employees in 90+ countries. Holding two master’s degrees related to association management and finance, Kevin plans to build out the captive industry’s flagship conference, increase VCIA membership and membership value, and evolve the organization amid the current pandemic and economic challenges.

For over 17 years, Mikhail has been advising global, multinational and regional Life, Property & Casualty, Health/BCBS, Financial Guarantee and Captive Insurance clients (and Captive Insurance owners). Some of the areas where he has advised clients include all aspects of domestic and global tax accounting and financial reporting (GAAP, IAS and SSAP), Domestic and International tax planning, structuring, and tax financial forecasting and Captive Insurance and alternative risk financing structures. Mikhail is member of EY Global Captive Network and is the Co-Leader of EY Americas Captive Insurance Services, a practice of over 40 professionals in the Americas across tax, consulting, risk, and actuarial service lines that comprise EY's Captive Insurance Services practice. He holds a BBA from Baruch College and an MS from Fordham Gabelli School of Business.


Organization: Mountain Laurel Risk Retention Group, Inc.


Ms. Salter has over 35 years of experience in the insurance industry. Currently, as President of the Insurance Companies owned jointly by Thomas Jefferson University (TJU) and Main Line Health (MLH), Ms. Salter has overall responsibility for the management and operations of Mountain Laurel Risk Retention Group (MLRRG) and Five Pointe Professional Liability Insurance Company (Five Pointe). She is also responsible for the development and ongoing monitoring of the claims and risk management guidelines/best practices established by the Board of MLRRG for the insureds participating in the program. In addition, she is responsible for the purchasing and administration of all of the property, casualty and management liability (D&O, crime, fiduciary liability and cyber liability) insurance coverages placed for the TJU Enterprise and MLH. Prior to September 2002, she was a Managing Director for Marsh, Philadelphia in the Client Service area. At Marsh, Ms. Salter provided brokerage, risk management consulting, and account management services focusing on large healthcare clients. An area of significant expertise was in the creation of alternative risk financing vehicles (trusts, captives, risk retention groups) for healthcare clients to fund their medical malpractice and general liability losses. Ms. Salter has a BS from the University of Delaware and a MBA in Finance from La Salle University.


Organization: Marsh USA, Inc.


Mike is a Managing Director in the Captive Solutions Group and resides in Marsh’s New York City and Norwalk, CT offices. He is the Americas Sales and Advisory Leader for the US, Canada and LatAM. Mike leads a large Team of technical sales and advisory colleagues who all assists clients in the U.S.and globally with the feasibility and organization of single parent captives, as well as risk retention groups and Rent-A-Captives. Mike participates in captive strategic reviews for clients that already have captives. Mike is frequently involved with reviewing merger and acquisition transactions where there are one or more captive subsidiaries and advises on various issues. He handles a wide range of consulting services surrounding various captive issues and concerns, such as capitalization levels, new coverages, tax concepts, captive investment opportunities, and cost savings. Mike’s industry focus areas include privately held companies, financial institutions, life sciences, higher education, retail, manufacturing, and power and utilities. Mike speaks at various industry seminars and conferences, as well as conducts training classes within the Marsh Captive Solutions Group. He is a frequent speaker at various industry and insurance conferences. Mike also is influential in preparing the Marsh Captive Solutions Captive Benchmarking publication, which is well known as an industry respected publication. Prior to joining Marsh, Mike was a senior tax associate with KPMG, LLP, a Big 4 accounting firm. During that time Mike was the primary senior associate responsible for legal and tax consulting work, specifically relating to consulting on tax matters for captive insurance companies and commercial insurance companies. Mike graduated with a JD from Western New England
