    While captives are successful risk management mechanisms, occasionally some become financially distressed and even wind up in receivership. Before reaching this point there are a range of telltale factors indicating the need to take decisive action to right the structure. This discussion group will focus on proven strategies and identify examples of captives that have returned from the brink. Discussion will also focus on operational factors and strategies captives use to avoid financial distress and if such strategies are unsuccessful, review what happens when the DFR needs to put a captive into receivership. Join us for candid discussions with either the owners of captives that were distressed or outsiders brought in to resurrect or wind down a distressed captive.

Christine Brown is an Assistant Director with the Vermont Department of Financial Regulation – Captive Division, where she directly supports the Director of Captive Insurance and Deputy Commissioner of Captives in licensing, strategic planning, legislative initiatives and industry outreach. Christine joined the Captive Division in 2003 and has been involved in all aspects of the analysis and examination processes. Prior to joining the Captive Division, Christine spent seven years in public accounting with Johnson Lambert in Burlington, VT, specializing in captive insurance, and with Ernst & Young in Boston, MA. Christine earned a MS in Accounting and MBA from Northeastern University, and a BA in Political Science from Regis College.


Organization: Pinnacle Actuarial Resources, Inc.


Robert Walling is a principal and consulting actuary with Pinnacle Actuarial Resources, Inc and has been in the insurance industry since 1989. He is primarily focused on actuarial studies for captives and self-insureds, including regulatory and litigation support. He also performs commercial lines ratemaking and reserving studies, as well as legislative costing. Mr. Walling has been named one of Captive Review’s Captive Power 50 for the last four years. He has served on the CAS Board of Directors, the Casualty Committee of the Actuarial Standards Board, and numerous CAS and AAA committees, three of them as chairperson. He is a faculty member of the International Center for Captive Insurance Education (ICCIE). Mr. Walling is a frequent speaker at industry meetings on a wide array of topics.
