Organization: State of Vermont, Department of Financial Regulation


As Chief Analyst, Stacey Alden is charged with co-managing the Captive Division's examination/analysis team and overseeing Vermont licensed captives, including risk retention groups. Stacey is responsible for oversight of the analysis function including maintaining risk focused analysis processes, training and ensuring accreditation standards are met. Stacey has accumulated twenty-two years of captive insurance industry experience as a regulator, captive manager and auditor. She is a member of the American Institute of Certified Public Accountants, Vermont Society of Certified Public Accountants and Society of Financial Examiners (SOFE). Stacey is on SOFE’s Board of Governors, Examination’s Committee and Nomination’s Committee. Additionally, she serves as Vermont’s SOFE State Chair.


Organization: Milliman, Inc.


Amy is a Principal and Consulting Actuary with Milliman, Inc. She provides strategic consulting with respect to the formation, ongoing operation and valuation of alternative risk financing vehicles, including self-insurers, captive insurance companies, risk pools and risk retention groups. Her areas of expertise include casualty insurance pricing and loss reserving, financial modeling and capital evaluation, and management reporting and benchmarking. Areas of insurance covered include workers’ compensation, general liability, products liability, auto liability, employment practices liability, asbestos liability and professional liability. Amy also reviews captive and risk retention group applications for the Vermont Department of Financial Regulation. She is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries. She is also a Member of the Casualty Practice Council and the Council on Professionalism of the American Academy of Actuaries.

Dave Angus is a member of the captive insurance team at Paul Frank + Collins P.C., a law firm in Burlington, Vermont. He has advised captive insurance companies and risk retention groups for the past 17 years, gaining a deep understanding of the many legal and regulatory facets facing these companies. He is active in the captive insurance industry serving on the legislative committee of VCIA since 2007. Dave has twice chaired this committee. Prior to joining PF+C, Dave pursued a career as a transactional attorney in firms in Boston and Vermont. For the last decade, Dave owned and operated a firm he founded in Vermont. Dave holds a B.S. from Boston College, a J.D. from Tulane Law School, and an LL.M. in taxation from Boston University School of Law. Dave is admitted to practice law in Vermont and Massachusetts.

Allan Autry, CPA, is a Tax Partner with Johnson Lambert LLP, a multi-office, niche-focused firm that provides audit, tax and consulting services to insurance entities as well as nonprofit organizations and employee benefit plans. Allan has over 14 years of experience serving the insurance industry and is known for his excellent client service. He has assisted clients with a myriad of tax issues over the years, including special calculations, tax planning, corporate reorganizations and mergers and acquisitions. Allan received his B.S. in Business Administration, magna cum laude, from Catawba College and M.A., magna cum laude, from North Carolina State University.


Organization: AES Global Insurance Company


Andrew Baillie is the Program Director of Global Insurance for the AES Corporation, a global power producer and distributor headquartered in Arlington, Va., with operations in 15 countries around the world. Andrew supports risk management oversight and the procurement of insurance for the AES Corporation for development and operational assets globally as well as managing the company’s large, Vermont-based Captive Insurance Company. Andrew has worked for AES since 2006, during which time the company’s risk management and insurance programs have developed to become world leaders among energy industry peers. In addition to almost 20 years of experience in global insurance program management, Andrew has been a regular presenter at conferences and events, and is a VCIA Board member.

Cheryl Baker has over 20 years of experience in the insurance industry, covering various areas including mergers and acquisitions, professional liability, corporate claims and cyber risks, all with the effective utilization of captive insurance companies in mind. Cheryl successfully works with internal and external colleagues to assess risks and assist executive leadership in making risk-intelligent decisions. She is the president of Stellantis’ US-based captive and has earned an MBA from Louisiana State University-Shreveport and a B.A. from the University of Michigan-Dearborn. Cheryl holds the ARM, CIC, CRM, and Associate in Captive Insurance designations.


Organization: AXA XL, a division of AXA


Steven Bauman works for AXA XL serving as Director of Global and Captive Programs in The Americas. His responsibilities are to assist customers, brokers and internal stakeholders in the formation of risk management solution oriented Global & Captive Programs. Mr. Bauman has more than 35 years of experience in corporate insurance and captive services. He previously worked as Head of Captive Programs for Zurich Insurance Group, as SVP for AON's Captive Services Group, for XL Insurance Company (formally XL Winterthur International) and at Marsh in the Global Services Group division. Steven began at American Risk Management (ARM), part of The Reiss Organization, where Mr. Fred Reiss and company were widely credited with popularizing the captive insurance company concept.

Dan Belbusti serves as the Chief Financial Officer for Eastern Dentists Insurance Company (EDIC) and oversees the internal and outsourced financial functions of the company. Mr. Belbusti joined EDIC from Electric Insurance (a GE Company) where he spent 9 years and served as Deputy Controller and Technical Accounting Leader. Prior to Electric Insurance, Mr. Belbusti spent 5 years as a Senior Manager at a consulting firm specializing in risk management for financial services clients, implementing enterprise risk management structures, improving internal control processes and engaging in the occasional fraud investigation. Mr. Belbusti also formerly served as a Senior Associate at PricewaterhouseCoopers LLP, specializing in audits for insurance and investment industry clients. He holds both an M.S. and B.S. from the University of Connecticut.

For 21 years VCM has been recognized for its flexible and cutting edge claims management and consulting concepts for the management of professional liability claims. Clare assists clients in their transition from insured to insurer and works with the captive team to measure claims performance as the captive matures. Clare works with clients as an advisor on topics such structure of programs, education and compliance. She lectures in national and international programs and is published for her innovative approaches to claims management and consulting services.

Sandy is Deputy Commissioner of the Captive Insurance Division of the Vermont Department of Financial Regulation. She is responsible for the administration and regulation of captive insurance companies and risk retention groups. Having been with the Division since 1997, Sandy has 25 years of experience regulating captive insurance. She was appointed as Deputy Commissioner effective September 1, 2022, after serving as a principal staff member to her predecessor for 14 years. Sandy is a Certified Public Accountant, Certified Financial Examiner, a Certified Public Manager with the State of Vermont, and earned an Associate Professional in Insurance Regulation designation from the National Association of Insurance Commissioners. In 2018, Sandy was a recipient of the Women to Watch Award presented by Business Insurance for her leadership, expertise, and accomplishments in the captive insurance industry. The 2023 Captive Review Power 50, which recognizes the most influential professionals in the global captive insurance industry, named Sandy at #3.

Julie Bordo is the CEO and President of PCH, providing liability insurance to over 2,800 long term care facilities in 47 states. As a former litigator and current business counsel and consultant, Julie engages a 360 view when addressing the unique demands of running a risk retention group. As a member of the board of the National Risk Retention Association she chaired NRRA’s Conference in 2018 and 2019. Julie is an avid early adopter of innovation, has lobbied in Washington on behalf of the captive industry and is a passionate speaker on myriad topics vital to the industry. She was named to Captive Review’s 2020 and 2021 Power 50.

Julie is the CEO and President of PCH, providing liability insurance to over 2,800 long term care facilities in 47 states. A former litigator and current business consultant, Julie uses a 360 perspective to address the unique demands of running a risk retention group. Julie also chaired the National Risk Retention Association Conference in 2018 and 2019. She values innovation, advocates in Washington on behalf of the captive industry and speaks passionately on a range of important topics to the industry. She was named to Captive Review’s 2020 and 2021 Power 50.

Christine Brown is the Director of Captive Insurance with the Vermont Department of Financial Regulation, where she directly supports the Deputy Commissioner of Captive Insurance with strategic planning, legislative initiatives and industry outreach. Christine manages Vermont’s captive regulatory operations, including licensing and monitoring of the financial condition of captive insurers domiciled in Vermont. Christine joined the Captive Division in 2003 and has been involved in all aspects of the analysis and examination processes. Prior to joining the Captive Division, Christine spent seven years in public accounting with Johnson Lambert in Burlington, VT, specializing in captive insurance, and with Ernst & Young in Boston, MA. Christine earned a M.S. in Accounting and MBA from Northeastern University, and a B.A. in Political Science from Regis College.


Organization: Kroll Bond Rating Agency, Inc.


Tina Bukow is a Managing Director of Business Development for the insurance ratings initiative at Kroll Bond Rating Agency, Inc. In this role, Tina is responsible for developing new business as well as industry and ratings relationships in all subsectors of the insurance space. Tina has more than 30 years of experience in business development, marketing and client relationship management, with a major career focus in the financial services industry, predominately insurance. Prior to joining KBRA, Tina spent more than a decade at A.M. Best, where she was head of Business Development for insurance ratings, responsible for ratings growth in the U.S., Canada, Caribbean, and parts of Latin America. Tina holds a B.S. in Marketing and Management from Saint Peter’s University and is a frequent attendee and presenter at industry events, as well as an active participant on industry association committees.

Paul joined Old Republic Risk Management in October 2009 with over 20 years of insurance industry experience. As Executive Vice President and a member of the leadership team at Old Republic Risk Management, Paul is involved with all aspects of client service and the day-to-day management of our account executives. He is also responsible for marketing and business development efforts. Paul holds a bachelor’s degree from Loyola University – New Orleans. He also holds the Chartered Property & Casualty Underwriter (CPCU) designation from the American Institute For Chartered Property Casualty Underwriters.


Organization: United Educators Insurance, a RRRG


Joe Carter sets the strategy for UE’s growth, which includes planning the sales, marketing, and distribution strategies that ensure success. He is also responsible for teams that manage UE’s brand and constituent experience strategy, the Voice of Constituent (VOC) program, digital experience, member support, marketing, and communications. Prior to joining UE, he served in executive and leadership roles at Bank of America, Prudential Property and Casualty, and Allstate Corporation. He currently serves as a board member for the National Business Officers Association headquartered in Washington, D.C., and is an active member of several other education-focused associations.


Organization: Aon Insurance Managers USA Inc.


Jay is a member of the local Aon leadership team and the relationship manager for a number of captive clients domiciled throughout the U.S. He is responsible for overseeing the delivery of financial, regulatory compliance and advisory services to his portfolio of clients. Jay entered the captive insurance industry in 1994. Throughout his 30-year career in the captive industry, he has played an integral role in all aspects of the formation, development, management and on-going advisory of a wide variety of captive insurance companies including: single parent captives, group captives, risk retention groups and protected cell companies. Jay has experience in a variety of industries including but not limited to: healthcare, manufacturing, higher education institutions, construction, real estate, financial services, transportation and pharmaceuticals. Jay graduated from Champlain College with a B.S. in Accounting.



Richard is an experienced captive insurance journalist and respected commentator, having covered the sector around the world since 2014. In 2019, Richard founded Global Captive Media Ltd and launched the Global Captive Podcast to communicate this varied industry through a new and more intimate medium. In December 2022, he launched Captive Intelligence to meet the growing demand for credible and relevant news and analysis of the global captive insurance market.

Jim DeVoe-Talluto is an Assistant Director with the Vermont Department of Financial Regulation – Captive Division, where he directly supports the Director of Captive Insurance and Deputy Commissioner of Captives in licensing, strategic planning, legislative initiatives and industry outreach. Jim joined the Captive Division in 2004 and has been involved in all aspects of the analysis and examination processes. Prior to joining the Captive Division, Jim spent three years in public accounting and captive management. Jim earned a M.S. in Accounting and MBA from Northeastern University and a B.A. in English from Stanford University.
