Rebecca Aitchison
Organization: State of Vermont, Department of Financial Regulation


Becky Aitchison is a DFR Examiner with the State of Vermont supporting the Deputy, Director and Assistant Director of the Captive Insurance Division. Becky oversees the proprietary captive database and reporting of aggregate captive data, reviews captive applications for licensing and approval, prepares and updates forms used by industry, including the Vermont Captive Annual Report, monitors the financial condition of captive insurers domiciled in Vermont, and promotes captive industry outreach. Becky has been with the Captive Division since 2017, and prior to joining the Division, she spent twenty-seven years as a captive manager responsible for several complex captive programs. Becky holds a BS in Accounting from the University of Southern Maine.


Amy Angell
Organization: Milliman, Inc.


Amy Angell is a Fellow of the Casualty Actuarial Society (“FCAS”) and a Member of the American Academy of Actuaries (“MAAA”) with over 20 years of actuarial consulting experience. Amy is a Principal of Milliman and has extensive experience with captive insurance companies domiciled in Vermont, Bermuda and elsewhere. Her property and casualty experience includes insurance pricing, loss reserving, benchmarking, reinsurance and collateral negotiations, and management reporting. Amy authors the Milliman report on the Retail Cost of Risk. She also reviews captive and risk retention group applications for and provides financial examination support to the Vermont Department of Financial Regulation.


Kevin Mead
Organization: Vermont Captive Insurance Association


Kevin Mead is the President of the VCIA, the largest captive insurance trade association in the world. VCIA leads the industry in educational and networking opportunities, as well as legislative advocacy on the state and federal levels. Kevin became President of the VCIA in early 2022 and has a wealth of association management and financial experience that demonstrates his leadership ability. Prior to VCIA, he engineered a merger of three global independent accounting associations and forming PrimeGlobal, which represented 2,000 partners and 14,000 employees in 90+ countries. Holding two master’s degrees related to association management and finance, Kevin plans to build out the captive industry’s flagship conference, increase VCIA membership and membership value, and evolve the organization amid the current pandemic and economic challenges.


William Piel
Organization: Opus Investment Management


Bill joined Opus Investment Management in 2007 as an Assistant Portfolio Manager and currently holds the position of President, Opus Institutional Markets. In his current capacity, he leads investment strategy development, oversees marketing and sales efforts, and manages portfolios for Opus’ institutional client business. Bill has experience partnering with a variety of account types, including insurance companies and pension funds. Prior to joining Opus, Bill was employed with Genworth Financial as an Asset Liability Analyst within their Institutional Markets Group where he was focused on identifying risk mismatches in their portfolio.
