Brown Christine
Organization: State of Vermont, Department of Financial Regulation


Christine Brown is the Director of Captive Insurance with the Vermont Department of Financial Regulation, where she serves to directly support the Deputy Commissioner of Captive Insurance with strategic planning, legislative initiatives and industry outreach. Christine manages Vermont’s captive regulatory operations, including licensing and monitoring of the financial condition of captive insurers domiciled in Vermont. Christine joined the Captive Division in 2003 and has been involved in all aspects of the analysis and examination processes. Prior to joining the Captive Division, Christine spent seven years in public accounting with Johnson Lambert in Burlington, VT, specializing in captive insurance, and with Ernst & Young in Boston, MA. Christine earned a MS in Accounting and MBA from Northeastern University, and a BA in Political Science from Regis College.


DeVoe-Talluto James
Organization: State of Vermont, Department of Financial Regulation


Jim DeVoe-Talluto is an Assistant Director with the Vermont Department of Financial Regulation – Captive Division, where he directly supports the Director of Captive Insurance and Deputy Commissioner of Captives in licensing, strategic planning, legislative initiatives and industry outreach. Jim joined the Captive Division in 2004 and has been involved in all aspects of the analysis and examination processes. Prior to joining the Captive Division, Jim spent three years in public accounting and captive management. Jim earned a MS in Accounting and MBA from Northeastern University and a BA in English from Stanford University.


Rabtoy Heidi
Organization: State of Vermont, Department of Financial Regulation


Heidi Rabtoy is the Chief Examiner with the Vermont Department of Financial Regulation – Captive Division, where she supervises the Captive Division's examination staff and oversees the operations of Vermont domiciled captive insurance companies. Heidi has been with the Captive Division for seventeen years and has been involved in all aspects of the analysis and examination processes. Prior to joining the Captive Division, Heidi was in captive management for three years. Heidi received a BS in Accounting from The University of Vermont and has attained the Certified Public Accountant, Certified Financial Examiner, and Senior Professional in Insurance Regulation designations.
